Since I’ve reached level 50 i haven’t seen an offer in the shop, aside from when there’s and event. Is there an explenation to this or is it just a bug?

Offers are progression-locked, however I could get some clarity regarding this from our team. 
I didn’t know that the offers were progression-locked, not knowing that i thought it was just a bug. Thanks for the clarification and for your time🤗
