Scritch can’t use the Helping Hand ability on the turn that it is summoned. It can be used only if Scritch started the turn on the board. I’m playing on an android device and can easily replicate the bug in practice mode.

In some phobies there will be x amount of turns required before a Phobie is able to perform a special move.
On the skill button there’s a mini lock with a number indicating that you cannot use it yet.
In this case : Scritch.
The ability is locked for the first turn.

It’s exactly as Yhoal mentioned! Some phobies abilities are locked behind x amount of turns before being able to be used!
