2 starter phobies why is it so hard to get new phobies or atleast good phobie upgraded cards

The chance is bad, so i always save my resource until i can buy 10 packs or more… It give me better chance to new phobie

I would be fine if its like a klepto upgrade but like 2 starter phobies and k-9000 just why i never use him so WHY THE FRICK DID YOU GIVE ME K-9000 CARDS
